Typically, recruitment consultant jobs are volatile positions with most agencies experiencing a high turnover of consultants. If agencies hang on to recruitment consultants when they aren't producing good results, this can really damage the performance of the agency.
The recruitment manager's job is to ensure that every consultant delivers and acceptable performance for the team to meet the company's objectives. If individual performance is below an acceptable level, the recruitment manager must attempt to improve the performance, and failing that may have to remove consultants and recruit again.
